StarRise : Lighting the Way in Greeley’s North Weld Village
In 2020, local philanthropist Dennis Hoshiko donated a 6.5-acre industrial property in Greeley, Colorado, to High Plains with a vision to create permanent housing for the homeless. Now, that vision is becoming reality as StarRise Apartments at North Weld Village.
Transforming a Vision into Reality
High Plains Housing Development Corporation is transforming this donation into a vibrant community. StarRise Apartments will provide Permanent Supportive Housing (PSH), creating a supportive environment for residents to rebuild their lives.
StarRise : A Fresh Start, Not Just Housing
StarRise is more than just a building—it’s a fresh start. Designed with trauma-informed principles, the 58-unit PSH project offers a safe, empowering space for recovery and growth. It’s a community built on inclusivity, support, and hope. StarRise prioritizes comfort, safety, and empowerment, creating a true haven for its residents.

StarRise seamlessly blends history with modern design by transforming a 1934 brick building into a lively community hub. This thoughtful integration preserves the site’s history while paving the way for a brighter future.
A Celebratory Groundbreaking
The groundbreaking ceremony held on June 20th, 2024 was a heartfelt moment, with Dennis Hoshiko, High Plains leaders, and key funders sharing the project’s significance. Golden shovels turned the dirt, boards displayed the project’s future plans, and cookies sweetened the occasion.
From Groundbreaking to the Roar of Demolition
These snapshots from August 20th, 2024 — just two months after our official groundbreaking — capture the exciting transformation underway. Cutting concrete in the 1934 brick building to make way for new plumbing and infrastructure. The heavy machinery on site is hard at work, turning visions into reality and setting the stage for the next chapter of StarRise.
