Ellison Shoji Onizuka attended the University of Colorado receiving his Bachelor and Masters degree in aerospace engineering in 1969. He died at age 40 (number of light columns) in the Space Shuttle Challenger accident on January 28th, 1986. The shuttle exploded 73 seconds (number of LED lights in concrete) after launch.
The sandblasted concrete pattern shows a schematic of a space shuttle and its flight path.
